This toolkit is the successor to Big Questions? Big Answers (Scottish Museums Council, 2002). It is written for those who would like to understand what it means to be a museum. Establishing and running a museum is challenging, brings many responsibilities and can mean struggling for years without succeeding. So, as with Big Questions? Big Answers, the toolkit’s starting point is to check whether your aspirations can be best realised through setting up a museum, or whether a different heritage initiative is more appropriate.
